Jeremiah Carter was named Sr. Associate AD for NIL and Risk Management in March 2023 and was promoted to his current position of Executive Associate AD for NIL and Risk Management in May 2025.

In this role, Carter is responsible for identifying and managing issues related to emerging structural changes within collegiate athletics. These responsibilities include managing the University’s Name, Image and Likeness activities, adherence to University Policies, and governance.

Carter brings significant experience to this position, as he is a former Gopher football student-athlete and has also served as an administrator at the University of Minnesota and at the NCAA.  

Serving as the Director of Athletic Compliance at Minnesota from 2015-2023 Carter was responsible for overseeing all aspects of NCAA, Big Ten and WCHA rules for the University of Minnesota. During that time, he was also appointed as the Big Ten Conference representative to the NCAA Legislative Committee and the Modernization of Rules Subcommittee from 2019-2024. 

Prior to joining the Minnesota compliance department in 2013, Carter spent six years working for the NCAA in various roles within the department of Academic and Membership Affairs. 

Carter, a native of St. Paul, Minnesota began his playing career for the Gophers as a walk-on member of the football team in 1998 under former head coach Glen Mason. During his 5 years in Dinkytown, he was a two-year starter on the offensive line earning All-Big Ten and Academic All-Big Ten honors his senior year. After graduation, Carter joined the coaching ranks at Minnesota where he was an offensive graduate assistant coach working with the offensive line, quarterbacks and wide receivers until 2007 when he joined the NCAA staff.
